Residential transactions plunged in Q3 2026: -32.3% nationally and -36.1% in Bucharest, ANCPI data show

October 23, 2026

Official figures provided by the National Agency for Cadastre and Real Estate Advertising (ANCPI) to Storia indicate a sharp fall in transactions with individual units in the third quarter of 2026. Between July and September ANCPI recorded a drop of 32.3% at national level and a 36.1% decline in Bucharest, based on the data shared with Storia, Romania’s most visited real estate platform according to BRAT.

Public reporting of transaction data was interrupted after June due to a cyberattack on ANCPI that occurred in mid-July. The agency’s e-Terra IT system returned to functionality in mid-August, and ANCPI published partial transaction reports on 16 October. Subsequently, the institution supplied Storia with the complete Q3 2026 dataset.

Quarterly and county breakdown

ANCPI registered over 30,500 individual-unit transactions nationally in July–September 2026, down 32.3% from the same quarter a year earlier. Of these, more than 8,500 transactions were recorded in Bucharest, a fall of 36.1% versus Q3 2025, slightly worse than the national average.

Among the large counties analysed, Timiș was the only one to post growth, with over 2,700 transactions (+6.5%). Other major counties reported between roughly 1,500 and 1,800 transactions and declines near the national average: Iași (-26.9%), Constanța (-29.8%), Ilfov (-31.4%) and Cluj (-35.1%). Brașov stood out with a pronounced slump of 63.4%, to fewer than 900 transactions.

First nine months: nearly 18% decline

Over the first nine months of 2026 Romania recorded more than 98,000 transactions with individual units, a 17.8% decrease compared with the same period in 2025. Bucharest reported over 29,600 transactions, down 14.9% — a smaller decline than the national average — after the capital had posted three consecutive months of growth before the ANCPI incident (+2.2% in April, +15.9% in May and +26.4% in June).

Timiș remained the sole major county with growth over this interval (+4.2%), registering more than 7,600 transactions. Other large counties saw declines: Ilfov (-11.2%), Iași (-17.3%), Cluj (-22.7%), Constanța (-29.3%) and Brașov (-32.8%).

Mortgage market: declines in Q3 and year-to-date

The segment of active mortgages for individual units fell by 24.1% in the third quarter, to over 18,300 active mortgages, ANCPI data show. In Bucharest the decrease was steeper (-27.4%), to almost 5,400 active mortgages. Timiș (+1.6%) and Cluj (+2.5%) were the only major counties to record increases in the number of active mortgages in Q3. Other representative counties registered falls, for example: Constanța (-17.3%), Iași (-29.9%), Ilfov (-43.4%) and Brașov (-45.6%).

For the first nine months ANCPI reported more than 57,100 active mortgages for individual units, 16.7% fewer than in the same period of 2025. Nearly 17,500 of these are in Bucharest (-15.1%), and all major counties recorded declines, including Timiș (-12.8%), Cluj (-13.3%), Constanța (-13.9%) and Ilfov (-27.8%).

ANCPI notes that the count of active mortgages includes refinancing mortgage loans and does not provide a separate statistic for them; some borrowers refinance to obtain a 3–5 year period with fixed interest.

Macro context and credit market indicators

The National Bank of Romania (BNR) kept the monetary policy rate at 6.5% at its meeting on 6 October; this rate has not changed since August 2024, and the next meeting is scheduled for 12 November.

The 3-month ROBOR index, used to calculate interest on mortgage loans issued before 1 May 2019, rose gradually over the last month to 6.09% on 20 October, after a period of stability around 5.84%. The IRCC index, used for loans granted after 1 May 2019, inched up to 5.57% on 1 October (from 5.56%) and will remain at that level until 31 December 2026.
