The concession runs for 30 years and involves a total investment of 70 million lei. The project foresees the construction, equipping, operation and maintenance of two service areas located at kilometre 131 of the motorway, near the locality of Milcovul, with one facility on each carriageway.
The investment represents OSCAR Downstream’s move from building an integrated national fuel distribution infrastructure and providing services for companies toward larger road infrastructure projects. The new service areas will combine fuel supply, traveller services, facilities for transport operators and electric mobility solutions, leveraging the company’s experience in managing its own infrastructure and complementing its long-term investment strategy in Romania.
Each service area will feature modern refuelling facilities, parking, rest areas and commercial services designed for both car drivers and professional transporters. Every site will include fuel distribution stations, retail and food service spaces, parking for cars, trucks and coaches, and sanitary facilities accessible to people with disabilities.
A key element is the creation of secure truck parking certified at the “Silver Parking” level, equipped with dedicated amenities for professional drivers, including toilets and showers, aimed at improving safety and comfort along one of Romania’s developing road corridors.
The project will also include electric vehicle charging infrastructure through a partnership with PPC Blue, part of the PPC group. Each service area will have at least four 150 kW chargers for light electric vehicles and at least seven chargers of minimum 350 kW for heavy electric vehicles. PPC Blue Romania will install the stations, connect them to the power grid and provide maintenance for the duration of the concession.
Founded in 2001, OSCAR Downstream has grown from a Romanian entrepreneurial venture to the country’s largest independent fuel distributor, ranking among the top five players. Over 25 years, the company has built a national logistics infrastructure with 7 fuel depots, storage capacity of more than 70,000 cubic metres, a proprietary fleet of over 100 tankers and an extensive distribution network.
OSCAR has developed a network of more than 120 filling stations, including B2B stations, OSCAR Drive and the RO concept OSCAR franchise, and has continuously invested in logistics infrastructure to meet the needs of clients in transport, agriculture, construction and other industries.
The A7 project complements this trajectory by expanding OSCAR Downstream’s presence in road infrastructure and reaffirming the company’s commitment to investing in the Romanian economy and supporting the development of modern mobility and transport infrastructure.
