How to Web brings over 200 investors and representatives of 80 funds and institutions to Bucharest for Investors Summit on October 6

More than 200 investors from Romania and across Europe will gather in Bucharest for Investors Summit, part How to Web, marking one of the largest representations of the European venture capital ecosystem in Romania to date.

The event brings together representatives of more than 80 funds and institutions, including some of Europe’s leading venture capital firms, institutional investors and limited partners backing funds across the region.

Beyond the number and profile of participants, the significance for Romania lies in gaining direct access to an investor community that typically meets in Europe’s major technology and venture hubs.

Bucharest is becoming a meeting point for funds looking for companies to invest in, the investors who back those funds, and the technology ecosystem in Romania and Central and Eastern Europe. For the local market, these connections can help attract international capital while increasing Romania’s visibility among investors interested in the region.

Investors Summit is the only event of its kind in Romania bringing together local and international investors at this scale. The Summit takes place on October 6, the day before the How to Web Conference. The event is private and exclusively dedicated to the investor community, with access reserved for Investor Ticket holders. Event details are communicated directly to eligible participants.

Investors attending the event include representatives from Atomico, General Catalyst, Creandum, Eurazeo, Speedinvest, Earlybird Venture Capital, Dawn Capital, Cherry Ventures, Passion Capital, Credo Ventures, Inovo.vc, Underline Ventures, OTB Ventures, Market One Capital, PortfoLion Capital Partners, LAUNCHub Ventures, Eleven VC, BCR Seed Starter, BrightCap Ventures, the European Investment Fund, and EBRD Venture Capital.

Investors Summit brings together investors playing different roles across the ecosystem: funds looking for companies with international growth potential, institutional investors and limited partners. At the heart of the discussions is a question that is becoming increasingly important for Central and Eastern Europe: where will capital flow in the next investment cycle, and what role can the region play in this shift?

The first Investors Summit conversation, “Investing in CEE: What’s hot, what’s not. Where will smart money go in 2027?”, brings together Karol Lasota, Partner at Inovo VC and Adrian Roșoagă, Chief Investment Officer at BCR Seed Starter, in a discussion moderated by Vlad Andriescu of start-up.ro. The investors will examine how the regional market has evolved in 2026, the sectors and types of companies attracting increasing amounts of capital, as well as areas where investor interest has yet to translate into results.

“Romania and the region have already demonstrated their ability to produce founders and technology companies that can compete internationally. The next step is to ensure that we also have the capital, connections, and funding mechanisms that enable them to scale from here. Bringing to Bucharest both investors who deploy capital directly into startups and institutions and limited partners that back funds across the region is important precisely from this perspective. For BCR Seed Starter, Investors Summit is an opportunity to better connect the capital available across Europe with the opportunities we see in Romania and CEE and, over time, to contribute to a more mature and active venture market in the region,” said Adrian Roșoagă, Chief Investment Officer at BCR Seed Starter.

A second conversation focuses on the investors who provide capital to venture capital funds and on how European funds need to adapt to changing market conditions. “Follow the money: LP views on how European VCs should adapt to market changes” brings together Camelia Drăgoi, Senior Mandate Manager at the European Investment Fund, Karim Menn, Principal at Wunderland Capital, and Ertan Can, Partner at Multiple Capital, in a discussion moderated by Andrii Degeler from Dealroom.

The discussion will explore the changes reshaping the European venture capital market as AI, deep tech, and new technologies influence investor priorities and the way capital is raised. Topics will include the criteria limited partners consider when selecting funds to invest in, how much capital is available for venture, which markets and strategies are attracting institutional investors, and how European funds are adapting to changing market conditions.

Investors Summit will also feature a conversation on the evolution of venture capital in Central and Eastern Europe over the past two decades. Ondřej Bartoš, General Partner at Credo Ventures and one of the investors who has contributed to the development of the regional ecosystem, will join Tytus Cytowski, founder of Cytowski & Partners, to discuss companies that have scaled internationally, the investment decisions behind some of CEE’s most significant portfolios, and the lessons that could shape the next generation of investors.

The presence in Bucharest of investors active across Europe comes at a time when Central and Eastern Europe is seeking to strengthen its position in the European venture capital market, beyond its established reputation for technical talent and efficiently built companies. One of the key priorities for the region is attracting more international capital, developing local funds, and facilitating CEE companies’ access to international investors.

In this context, Investors Summit is part of the broader How to Web Conference program, strengthening its role in connecting the regional ecosystem with international investors and global capital. The private format gives participants the opportunity to discuss market developments, build relationships with other investors, and explore the opportunities and challenges for investment in Central and Eastern Europe in the years ahead.

Investors Summit is organized with BCR Seed Starter Romania as its main partner, in partnership with Underline Ventures, and with the support of the European Investment Fund (EIF), Cytowski & Partners, and Tukel Accounting.
